Randal Collins

Randal Collins is the Director of Emergency Management for the City and County of Honolulu where he leads comprehensive resilience initiatives for one of the nation’s most dynamic and diverse urban environments. He previously served as the Emergency Management Senior Manager at NEOM, a futuristic smart city development in Saudi Arabia where he played a crucial role in building foundational crisis response systems and was honored as an Excellence Ambassador for innovation and leadership. With a career spanning over three decades, Randal’s significant leadership positions include President of the All-Hazards Incident Management Teams Association, National Director of American Humane Animal Rescue, and various strategic roles within Southern California Edison, the Indiana Department of Homeland Security, and the cities of Indianapolis and El Segundo. Randal is also a U.S. Marine Corps veteran and has served as a Staff Sergeant and Scout-Sniper Platoon Sergeant during his 12 years of service.

Randal holds a BS in criminal justice and law enforcement administration from the University of Indianapolis. He earned an Executive Master of Leadership (EML) and an EdD in organizational change and leadership from the University of Southern California. His scholarly contributions include journal and magazine articles and book chapters. Committed to advancing emergency management practices through education, leadership, and innovative thought, Randal also speaks and presents at national and international conferences.
