Victor Fazio has over 25 years of experience in law enforcement in Southern California, where he is a Captain with the Ventura County Sheriff’s Office. In this role, he serves as the Chief of Police for the city of Moorpark, which is one of five cities in Ventura County that contracts with the Sheriff for police services. Victor has oversight of all public safety operations in the city and the surrounding unincorporated areas, which covers approximately 50,000 people. Prior to this assignment, Victor primarily worked in investigative units, having spent over 16 years specifically assigned to narcotics enforcement. Considered an expert in pharmaceutical drug diversion and heroin trafficking organizations, he has successfully developed and enacted strategies to combat the dramatic rise of fatal overdoses from opioids in communities throughout our nation. Victor was the architect and task force commander of the Ventura County Interagency Pharmaceutical Crimes Unit, which investigates any crime involving a pharmaceutical drug or heroin that results in death. He also led the major narcotics violator team for the Ventura County Narcotics Task Force, known as VCAT.
Victor has presented to thousands of law enforcement officers, doctors, nurses, pharmacists, attorneys, firefighters, paramedics, and community members throughout the nation on topics ranging from criminal law to officer mindset. He has also instructed at the university level in the field of criminal justice. Victor has a BA in political science from UCLA, an MA in criminal justice from Arizona State University, and an EdD in organizational change and leadership from the University of Southern California, where his research was focused on educating physicians to reduce opioid harm.
