MS in Emergency Management’s Class of 2025 Celebrate Their Achievements at Commencement

On Friday, May 16, 2025, graduates of the Online Master of Science in Emergency Management (MSEM) program gathered at USC’s University Park Campus to celebrate their remarkable achievements at commencement. This year’s 42 MSEM graduates work across the emergency management field in roles such as Emergency Preparedness Director, Fire Captain, and Emergency Manager, among many others. They traveled from all over the United States, including California, New York, Florida, Texas, Washington, Colorado, Arizona, and Hawaii.

Dean Anthony Bailey opened the ceremony by recognizing the incredible achievements of the 6 Order of Arête winners, the winner of the Order of the Laurel and the Palm, and the faculty members who won awards for excellence in leadership, teaching and mentoring.

Jonathan Francisco, a Fire Captain in Northern California, was this year’s flag bearer for USC Bovard College. “Personally, the flag reflects a commitment to service, a drive for excellence, and a responsibility to lead with integrity. These are principles that have guided my career and academic journey,” Francisco noted. After graduation, he plans to continue advancing “emergency management practices within the fire service, focusing on integrating strategic planning, disaster preparedness, and interagency coordination.” 

Francisco also received the Order of Arête for his academic excellence and service to the university community. He noted, “Commencement marks not an end, but a continuation of service guided by continuing education, experience, and a commitment to protecting others.”

The Master of Science in Emergency Management program prepares students to take emergency management leadership roles in organizations within the private and public sectors. Through courses in critical infrastructure, disaster planning, and operational coordination, graduates will develop strategic, tactical, and decision-making skills that address all phases of emergencies at the local, state, and federal levels.

Designed to fit students’ schedules and needs, the curriculum is provided in both a one- and two-year track. At 24 units, the program can be completed in just 12 months for students in the one-year track. No GRE is required, and students have their choice of three enrollment dates each year.
